Second, there is a link below I posted explaining what the surplus is and where it comes from, as opposed to the lie you pushed that there was no proposal for how to pay for it. Third, the bulk of this "spending" is indeed returning money to VA taxpayers for having been overtaxed of late to help generate this surplus being used. And if you had bothered paying attention to Youngkin's campaign, that's exactly what he said he would do all along, and why.
